Delhi installation purifies a volume roughly equal to one drawing room, declared operational
NEW DELHI – The capital’s smog tower has been confirmed operational and is delivering measurable improvement in air quality within a radius of approximately twelve metres, an area officials described as significant and which independent measurement described as a modest courtyard.
The installation cost several crore rupees. Delhi contains one thousand four hundred and eighty-three square kilometres.
The Physics Were Never Complicated
Atmospheric scientists noted before construction that ambient air is not a contained volume, that the atmosphere above Delhi is continuously replenished by the atmosphere above Haryana, Punjab and Uttar Pradesh, and that filtering a column of it produces a clean column which is immediately replaced.
These observations were made in writing, submitted formally, and are on the public record. The tower was built.
It works exactly as designed, said atmospheric researcher Dr Kavitha Raghunathan-Fischer. That is the frustrating part. The engineering is competent. The filters function. If you stand directly beneath it you are breathing better air. The problem is that Delhi is not directly beneath it, and neither are twenty million people.
The Diagnostic Was Never in Dispute
Source apportionment studies have consistently identified the contributors: vehicular emissions, construction dust, industrial output, waste burning, and seasonal agricultural residue burning across neighbouring states, compounded by a winter meteorological pattern that traps everything at ground level.
Every one of these is documented. Every one has a policy attached. Several of those policies are genuinely effective where implemented. Implementation crosses at least four state governments and one central ministry, which is where the difficulty has always lived.
Air quality data including real-time monitoring across the capital is published by the Central Pollution Control Board, and global guidance on particulate exposure thresholds is maintained by the World Health Organization, whose recommended annual limits Delhi exceeds by a multiple rather than a margin.
The Season Has Its Own Calendar
The crisis arrives with reliability. Late October brings the deterioration. November brings the emergency measures. December brings the court hearing. January brings the improvement, attributed variously to policy, wind, and prayer.
By March the subject has left the newspapers entirely and returns in October, at which point every measure is announced again as though for the first time.
We have an annual ritual and we have mistaken it for a response, said Raghunathan-Fischer. The odd-even scheme, the construction ban, the school closures. These are triage. They are correct triage. Triage performed every single year at the same time is not triage, it is a treatment plan, and it is not treating anything.
Observations From the Ring Road
- Every household that can afford a purifier has one, which means the burden falls precisely where the resources do not.
- The air quality application is checked more frequently in Delhi than the weather is checked in most countries.
- The stubble burning is performed by farmers with a fourteen day window, no viable alternative at scale, and no reason to absorb the cost personally.
- Construction dust rules exist, are specific, and are enforced with an intensity that varies by the size of the developer.
- Nobody argues about the data. This is not a country where the numbers are contested. Everybody agrees and the air remains identical.
Visible Structures in Place of Systems
Building something conspicuous rather than fixing something diffuse is a global governing instinct. British institutions supplied a clean parallel when a comprehensive household bundle was marketed containing everything except the item the situation required.
The state contributed its own version by classifying a mild afternoon as a national emergency, a temperature that would pass without comment in any Indian city, while diplomacy offered the rhetorical equivalent when a leader pledged resolute opposition without naming a mechanism.

A Second Tower
A proposal for an additional tower at another location is under consideration.
Raghunathan-Fischer has been asked to comment on the proposal. She said the second tower will work as well as the first one, and asked that this be printed exactly as stated.
The Neighbouring States Have Their Own Arithmetic
Agricultural residue burning across Punjab and Haryana contributes a variable but substantial share of the capital’s particulate load during a narrow autumn window, a fact established by satellite observation and disputed by nobody.
The farmers performing it operate on a fourteen day turnaround between harvesting one crop and sowing the next. Mechanical alternatives exist, work well, and cost more than the margin on the crop. Removal and processing schemes exist and reach a fraction of the acreage.
A farmer who absorbs the cost personally receives no benefit, since his own air is improved only if every other farmer does likewise. This is a textbook collective action problem with a textbook solution, which is payment, and the payment has been piloted repeatedly at scales too small to alter the aggregate.
Raghunathan-Fischer has costed it. The transfer required is large and it is not unaffordable, she said. It is roughly comparable to what the capital spends responding to the consequences. We have chosen to spend it downstream, on purifiers and hospital admissions, where it is not called a subsidy and therefore does not require anybody to defend it in a legislature.
The Health Cost Is Where the Money Actually Goes
Epidemiological work on exposure in the region has associated the winter period with elevated respiratory admissions, reduced lung function in children, and measurable effects on outdoor workers who have no option to remain indoors.
These costs are real, distributed, and borne overwhelmingly by households with the least capacity to mitigate. They also appear in no budget line, which is precisely why the tower was easier to fund than the transfer.
