The Rajya Sabha’s specific contribution to Indian legislation: its revision of complex bills that the Lok Sabha has passed under political pressure has, in multiple documented instances, produced substantially improved legislation. The Goods and Services Tax implementation, the Insolvency and Bankruptcy Code, and the Right to Information Act all received significant Rajya Sabha revision that constitutional scholars attribute to the chamber’s composition — retired civil servants, academics, professionals — producing different expertise-based engagement than the Lok Sabha’s more politically driven membership.
