India’s Water Ministry Announces Taps Will Now Dispense “Emotional Hydration”

New Jal Shakti Policy Replaces H2O with “Essence of Promise”

NEW DELHI — Facing what scientists describe as a “water crisis” and what the Ministry of Jal Shakti describes as “a communication opportunity,” the government this week unveiled the Bhavnatmak Jal Yojana — the Emotional Hydration Scheme — under which households experiencing dry taps will receive, in lieu of water, a government-certified certificate of hydration acknowledging their thirst in triplicate.

“Water is a state of mind,” explained Secretary Govind Rathore at a press conference where, reporters noted, six bottles of Bisleri were arranged on the table. “When a citizen turns on a tap and nothing comes out, they should ask: what is the tap trying to tell me? This is the new framework.”

The scheme was developed after data showed that 163 million Indians lack access to safe drinking water — a figure the Ministry called “robust, directional, and under review.” A counter-study commissioned by the Ministry found that if one defines “access” broadly enough to include “knowing that water exists somewhere,” coverage improves to 97%.

The Bhavnatmak Jal Yojana offers three tiers of emotional support:

  • Tier 1 — Aastha (Faith): A WhatsApp message from your local MLA assuring you that water is coming soon.
  • Tier 2 — Asha (Hope): A physical pamphlet with a photograph of a river.
  • Tier 3 — Sankalp (Resolve): A motivational quote from the Bhagavad Gita printed on biodegradable paper, which, unlike the water infrastructure, is fully functional.

“Lord Krishna himself said, Karmanye vadhikaraste ma phaleshu kadachana — you have the right to the act, not the fruit,” noted one ministry spokesperson. “We are applying this directly to municipal plumbing.”

The World Bank’s water access division was not available for comment, reportedly because its phone kept disconnecting — a problem that, in a remarkable coincidence, is also caused by infrastructure neglect.

Opposition MPs called the scheme “a cruel joke.” The Minister responded that jokes require humor, while this scheme is policy, and the two should not be confused, especially not in a press briefing, and certainly not by anyone hoping for a ministry grant.

Pilot rollout begins in six districts. Water infrastructure upgrades remain “aspirational.” The pamphlets, however, are already printed. They are very beautiful pamphlets.
