A Western Railway passenger load study conducted at Churchgate station during morning peak hours found that the 8:07 AM Virar fast local train was carrying approximately 4,500 passengers at its most loaded measurement point, against a designed seated capacity of 1,700 and a “crush load” design specification of approximately 2,500 — the maximum load for which the carriages were engineered. The train was carrying passengers at approximately 264% of its designed passenger capacity. The Railway Board’s response, when the study data was presented at a planning meeting, characterised the figure as reflecting “the extraordinary contribution of Mumbai’s commuters to the system’s operational efficiency” and noted that Western Railway’s passenger throughput demonstrates “the resilience and capacity of Indian Railways infrastructure to serve India’s growing urban needs.” The railway engineer who conducted the study confirmed that “performing significantly above design specification in passenger density terms” is not an unambiguous positive in structural engineering.
